Test cases are great… when the requirements are stable.

If you stop to think about it:

1) test cases are what is expected. 

2) Running and getting bugs in show how the application is running and looking at developers tasks shows what hasn’t been implemented.

Running test cases blindly when the requirements aren’t stable might not be worth the time spent than to explore, talk to developers and see what the application is actually doing.  That’s just my opinion.
