When the requirements aren’t even stable yet…
Esp considering many studies have shown that requirements are where a majority of the bugs can be found.
Answer that and you can answer your question in regards to the priority level of where I place integration/regression automation tests compared to trying to finalize the requirements.
It is not to say that the automation is not vital. It is to say that there are higher priority things at stake.
